[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.
[2] Now set the Foreground Color see in the next image.
[3] Go to Filter>Render>Clouds.
[4] Your image should be look like this.
[5] Then take the Rectangular Marquee Tool create a new shape and fill with Gray Color.
[6] Go to Blending Option use the following settings.

[8] Take the Shape tool and select this one.
[9] Now create a shape and fill with Red Color.
[10] Go to Blending Option use the following settings.

[12] Now take the Text Tool create X.
[13] Go to Blending Option and select Stroke Structure use the following settings.
[14] Your image should be look like this.
[15] Take the Shape tool and select this one.
[16] Now create a shape and fill with Black Color.
[17] Change the Opacity see in the next image.
[18] Your image should be look like this.
[19] Then take the Text Toll create your text your final image image is ready.
