Here I will teach you about Photoshop Retro Oil Painted Effect

[1]-First of all Open any Image as I am taking following image

[2]-Now make 3 Duplicate Layers with the help of 3 times press Ctrl+J & after that select Duplicate layer-1 & hide the 2
EYE BALL of above Layers

[3]-Now go to Filter>Artisitc>Cutout & apply the following settings

[4]-Now your image will be look as shown below

[5]-Now change the Blende Mode of this Layer.Blende Mode should be LUMINOSITY

[6]-Now your image will be look as shown below

[7]-Now select Duplicate Layer-2 & go to Filter>Artistic>Dry Brush & use the following settings

[9]-Now Blende Mode this layer should be SCREEN

[10]-Now your image will be look as shown below

[11]-Now select Duplicate Layer-3 & then go to Filter>Noise>Median & use the following settings

[12]-Now Blende of this Layer should be SOFT LIGHT

[13]-Finally, all settings have been completed & your final image will be look as shown below
