Here we will tell you how to make a Windows-xp-standby-restart-screen in photoshop.
[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.
[2] Now set your Background color see in the next image.
[3] Fill the Background color.
[4] Now take the Rectangular Marquee Tool and create a shape fill with Black Color.
[5] Go to Blending Option use the following settings.

[16] Now take the Shape Tool and select this one.
[17] Create a shape and fill with White color.
[18] Now take the Eraser Tool using the Eraser tool as shown image below.
[19] Then create a new shape with the help of Rectangular Marquee Tool fill with White color.
[20] Now take the Shape Tool and select this one.
[21] Create a shape and fill with White color.
[22] Now take the Shape Tool and select this one.
[23] Create a shape and fill with White color.
[24] Then take the Text Tool create your text.
[25] Now take the Rounded Rectangle Tool create a new shape and fill with White color.
[26] Go to Blending Option select the Bevel and Emboss use these settings.
[26] Your image should be look like this.
[27] Take the Text Tool create your text your final image is ready.
